We pride ourselves at being experts at pier/post and beam construction, but we know this doesn't fit everyone's needs. We have an alternative to PP&B and that is cinderblock and beam grid foundation. We can also build on concrete slab, but we do not provide these services and will need to consult third parties.
Yes, Texas Walker Builders will enclose the structure with waterproofed wrap and cover with 8" hardieplank siding, also know as lap-cement board siding. Other options are available in Board and Batten.
